A Staff refers to a person, typically an employee of the imaging department or clinic, who particpates in workflow.

Notes
A Staff record must not be confused with a User account. A User account can be associated with a Staff, and most users of the application will need both a user account and a Staff record, because the application will often infer the Staff performer of a workflow operation from the logged in user. However, it possible to have Staff that do not have an associated user account - these Staff would not be able to use the application, but could be recorded as participants in workflow. It is also possible to have a user account that does not have an associated staff record, however this user would be limited to performing administrative functions because they cannot be recorded as a workflow participant.
