There are plenty of PDF viewer controls out there, and if you do a web search for "PDF viewer control" there's even a solution on codeproject that tells you how to do it by rendering the pages to a bitmap. From there, it's pretty easy to display a bitmap image either in a .NET PictureBox control, or even right in the ImageViewer by creating a PresentationImage with a simple ImageGraphic (created from the bitmap) in the SceneGraph.
