In the abovescreenshot  when i right click on the study I am able to view "Open,View Series Details and Anonymize" Options Only.

But I have given all permissions to this user in Authority group .But it shows only above menus and it doesn't show Options like Retrieve,Send and delete Options

Also, Suresh, the patient data in your screenshot looks like it could be real. If it is, please edit your post and delete the screenshot.
