I realize that this isn't a bug per se, but I've noticed that if you delete the ImageServer log file, you need to re-start the service in order for it to be re-created. Shouldn't it be re-created automatically when the next log message is written?

Hi, that is the intended behaviour, but it doesn't work properly. There is a defect already entered in our Trac system, but it's not very high priority, so it might not get fixed for a while.
