Is there a conformance statement for the SDK, or would the one for Workstation be right to use? 

I find e.g. that the conformance statement of the workstation states that it supports JPEG Baseline, which I've had problems with using the SDK.

Hi, the conformance statement is the same for the workstation and SDK, since the SDK just contains a complete copy of the workstation. I suspect you're just having an issue with copying all the right plugins to your distribution folder. If you're still having trouble with this, please post back.

You're absolutely right. I was missing the jpeg and rle plugin dlls. Now all works like expected. Thanks for the conformance statement link.
